Players are already on the last patch of League of Legends Season 2023. This LoL Patch 13.24, was rolled out on 6th December and now almost a week later, on 12th December, the publisher has decided to introduce more changes via a micropatch or what is called a "b" patch. These patches are usually introduced to address issues immediately.
Given that there are no more patches scheduled for this year, Riot Games had no other option but to introduce a micropatch for League of Legends.
Lead Gameplay Designer Matt “Phroxzon” Leung-Harrison took to Twitter to preview LoL Patch 13.24b, with changes for Arena mode and Summoner's Rift.
Phroxzon noted that Riot Games was targeting two micropatches for 13.24b. The first one already went online within four hours of the developer's tweet and this one bore Arena mode's balance numbers. He added, "Tomorrow (ETA ~24 hours): Arena mechanics changes, Summoner's Rift changes."

For the 2v2v2v2 or the Arena Mode, Riot Games divided it into three:

Arena Balance
Arena Mechanics
For strategy, Riot wanted Arena to "have a mix of tactical and strategic depth and decision making." It added, "There should be situations where players high roll and there's not much tactically you can do about it."
It made it clear that it is targeting champions that are performing very well.
In terms of balancing, Riot noted that the classes are pretty balanced in terms of average placements. However, it acknowledged that mages are systemically quite weak. As a result, it will be buffing mages and also Liandry's Torment.
It also added, "Looking at some mechanics adjustments to target some of the stalling comps that we've been seeing that play for Ring of Fire."

Explaining these balance changes, Phroxzon said that though Hwei's learning curve is improving, Riot still thinks he's a bit weak and hence the buffs. It also noted that his late game is good but it feels that his early game weakness, though needed, is too extreme right now.
Phroxzon added, "We've noticed that WE and EW still require a bit more of a learning curve for players to get used to and WE in particular is essential to playing him well in not being overly mana constrained and for unleashing full burst combos. We expect players to get better at this over time."
Meanwhile, Orianna, Syndra, Sylas, and Yone have all been quite strong in pro play and elite ranks in Solo Queue. Hence, they are all getting nerfed.
"Corki and Warwick have been on the weak side for a while, throwing them a bone. We overnerfed Naafiri recently, so looking to restore some of that power," tweeted Phroxzon.
